Provactive Police Officer Punished

Jessie Lockhart was a very capable and dedicated peace keeper. Well respected and adored by many of his peers on the force, even though he mostly worked at the precinct doing paper work. This wasn't always the case as early on he was met with confusion and skepticism when he applied in as a male in women's attire and appearance. Despite the potential controversy of letting a male wear the women's regulation uniform, the chief approved of it and had Jessie work all over the precinct doing various jobs like filing, notation, and assisting various detectives and crime scene investigators with whatever they needed. Over time, Jessie proved himself reliable and skilled and eventually the controversy of his appearance slow dissipated. As approval of him and his work grew, so did his popularity. Some of his fellow officers even found him attractive, both the men and women of the force. Then another controversy began as Jessie began to show his more friendly side when flirted with or hit on. Soon he found himself in a few steamy office affairs that surprisingly, most people didn't seem to mind, even though fraternizing between officers was against regulations. It seemed because of his popularity, everyone just looked the other way or kept it to themselves, especially if they were the recipients of his friendly advances. As the affairs grew, Jessie wardrobe got a bit skimpier and skimpier. He started wearing shorter skirts and tall stiletto heels as well as leaving his shirt unbuttoned at the top, all to show off more skin and give himself a sexier appearance. And for awhile he got away with this, mostly because his work spoke louder than his inappropriate behavior. At some point though, the chief realized just how provocative Jessie had become. However, instead of punishing him normally through suspension and paperwork, he decided to play a prank on the pretty boy, and with the help of a local judge and good friend they had Jessie appear in court during late hours for an "emergency session". Jessie was escorted in in handcuffs, befuddled and nervous. The judge read him the riot act, commenting on his appearance and "questionable" choice of upkeep of his uniform. Jessie attempted to protest, but before he could get a word in edgewise, a fellow officer, who had trouble keeping from chuckling, slipped the ballgag part of a muzzle gag into his mouth and placing the muzzle over his mouth and buckling it in place. The words "gag order" were embedded onto the front of it. It didn't long after that for two more of Jessie's fellow officers, also trying to contain their amusement, to start tying him up with leather straps and a sign saying "restraining order". A bit more verbal abuse and a collar added on later and the judge finally gave Jessie his verdict of guilty for being a flirt, tease, and for being promiscuous . His punishment was to spend the next week in these restraints doing his duties normally and he would also have to spend his time not working in a holding cell in those restraint until the week was up. He was quite scared and upset about this punishment, yet he was also quite aroused, enjoying being tied up and helpless. The chief then leashed Jessie and escorted the pretty boy back to the precinct to serve out his punishment.
